The restriction proved too hard to administer cleanly, so the affected models were withdrawn worldwide on short notice. The move came within months of the first documented case of a largely autonomous AI-driven cyber espionage campaign, and amid mounting evidence that frontier models are changing the economics of both cyber attack and cyber defense. The paper, posted to arXiv, argues these two events are connected: frontier AI access is becoming part of national cyber defense, and that access can be switched off.\n\nThe obvious fix, building sovereign AI capability, only works for a handful of states with the capital, chips, and talent to pull it off. For everyone else, the paper argues real options are narrower: negotiate guaranteed access, keep inference local, hedge with open-weight models, pool capability regionally, and keep investing in basic cyber resilience and talent development.\n\nWorth noting: the paper flags open-weight models, the most obvious hedge, as also the most politically exposed option, since they still depend on the goodwill of the same few exporting states. National AI sovereignty, in other words, is mostly aspirational for all but two or three countries.
