The company wants frontier models monitored during training and evaluation for signs they could bypass a third party's security controls or obtain confidential information they shouldn't have. It's also asking for tighter cybersecurity across the whole development pipeline, meant to stop AI systems from working around their own internal safeguards. SB 53 already requires large developers to publish safety frameworks, report critical safety incidents to the state, protect whistleblowers, and answer to the Attorney General's civil penalty authority.\n\nOpenAI is calling this approach reverse federalism: let states set safety standards while Congress keeps stalling on federal AI law, then use those state rules as a template nationally. That gap is real, since Washington has passed no comprehensive AI legislation. But asking to help rewrite the rules also means staying in the room where those rules get written, and OpenAI has every incentive to shape them in ways it can live with.\n\nA company asking regulators to police it more closely is either a genuine safety pivot or a clever way to help write the next rulebook.
