The core finding: skills mostly work by acting as procedural anchors that keep an agent's actions consistent, not by feeding it new facts. That anchoring effect showed up in 65.7% of skill-use cases, compared with just 4.5% for cases where a skill supplied missing knowledge. Skills also beat a rival technique called Workflow Memory by 6.06 points in matched comparisons. But retrieval turned out to be a separate, worsening problem: as the pool of available skills grew from 5 to 100, the precision of actually picking the right one collapsed from 29.6% to 3.3%.\n\nThat retrieval collapse matters more than the average benchmark score suggests, because it is the part of the system most likely to break as companies pile more skills into their agent platforms.
