His standard: if a lab cannot prove ahead of time that it can control a system, the technology should be treated as a failure. That gap is the real story. Plenty of AI labs already talk about safety commitments and responsible scaling, but proving you control a system is a much higher bar than the vague pledges most companies have settled for. Talk is cheap until someone defines the test. Until Suleyman or Microsoft publishes what proof of control actually looks like, this is a principle, not a policy.
