JERA, the country's largest electricity generator, agreed with Dell and UK-based developer RHAELM to build AI data centers across Japan, the Financial Times reported. The three parties signed a non-binding agreement on Thursday, JERA confirmed. Private equity firm Apollo is lined up to help finance RHAELM's side of the project. None of it is locked in yet: no financing is final, no sites are confirmed, and the figure is a ceiling, not a budget.

The deal matters because it pairs Japan's energy capacity with Dell's hardware and private equity money, which is the real bottleneck for AI buildouts right now: megawatts, not chips. Japan has mostly watched from the sidelines while hyperscalers built data centers in the US and Southeast Asia.
