Huawei wants to build Egypt's next AI data centers, and Washington is already trying to muscle in with a rival bid.
Huawei has submitted a bid to construct AI data centers for the Egyptian government. The proposal centers on exporting 1,408 of the company's top-end Ascend 950-series chips to power an AI training cloud, with a further 600 chips, either the same model or another Ascend variant, also included. In response, the US State Department is now trying to assemble a counter-consortium featuring Nvidia, AMD and Microsoft. It is not yet clear which offer, if either, Egypt will accept.
This is a live test of Washington's export-control strategy. US sanctions have tried to keep Huawei's Ascend chips out of overseas AI buildouts, but Egypt is exactly the kind of buyer both Washington and Beijing are courting for influence over emerging AI infrastructure. A Huawei win would be a concrete sign that US chip restrictions are pushing potential customers toward Chinese alternatives rather than shutting them out.
Call it what it is: less a procurement decision than a proxy fight over whose AI stack a major regional player ends up running on.
