A technique the authors call Counterfactual Span Probing catches related rule pairs that would otherwise get misclassified as unrelated, pushing consistency accuracy from 0.90 to 0.94 F1, with version grouping hitting 0.97 F1 overall.\n\nThe notable design choice is what GVD leaves out: no large language model, run entirely locally. That matters for the audience most likely to want this, compliance and legal teams handling policy documents that can't be piped through a third-party API.
