Those accounts were then used to enroll \"ghost students\" in higher education. The loan and grant money was siphoned off with help from money mules, meaning people who receive funds and pass them along so the trail is harder to follow. Some of the money flowed to Kenya.\n\nThe design is worth noting. The people whose names were used are real, and they are victims even though they never enrolled anywhere. The students on the school rolls are the fiction. A scheme built this way needs three parts to work: stolen identities to open the accounts, enrollments to justify the payouts, and mules to get the cash out.\n\nThe overseas leg matters too. Once money leaves the country, tracing and recovering it gets harder, and the Kenya link suggests the case reaches beyond the US.\n\nThe charges map the whole chain, from a stolen name to a payout abroad. They remain allegations, and the five are charged, not convicted.","[\"fraud\",\"student-aid\",\"identity-theft\",\"doj\"]","2026-11-01T21:14:54.000Z","2026-11-08T06:52:58.025Z","2026-11-08T06:53:00.654Z","published",null,[24],{"id":25,"reviewer":26,"round":27,"reason":28,"status":29},"editor-r1","editor",1,"Remove the repeated meta-references to missing source material ('the source does not say', 'the source gives no dollar total, no school names and no court dates') and the unsupported claims: that the source shows stolen information supplying the enrollment record, that aid systems check paperwork and not whether a student exists, and that investigators usually find a way in through mules.
