Three EU officials confirmed the work, marking the first time either agency has publicly acknowledged doing so. Open-weight models are released with their full parameters, so anyone can download, inspect, and run them on their own hardware. That openness is exactly why EU technical bodies can scrutinize the models without needing permission from the companies that built them.\n\nOpen access makes rigorous testing possible, but it does not resolve where training data comes from or what filters shape a model's outputs, concerns that follow any software built under Chinese regulatory oversight. Whatever ENISA and the JRC conclude could inform how the EU treats foreign AI models in sensitive government and infrastructure contexts.\n\nTesting a model's weights is the easy part.
