The problem it targets: urgent requests, like tasking a satellite over a wildfire or flood, often arrive after that day's routine observation plan is already executing, and ground stations aren't always in contact to referee. Satellites map both task demand and their own sensor coverage onto a shared grid, form temporary clusters with whichever neighbors they can currently reach over inter-satellite links, and settle competing claims inside each cluster with a two-plan bidding process before kicking unresolved requests up to a layer that coordinates between clusters. In testing, T3L-DS beat a contract-net protocol baseline by about 17 percent on emergency coverage and a newer rival method by about 3 percent, landing roughly 7 percent behind a fully centralized planner.\n\nThat's the real headline: a decentralized system that gets within single digits of centralized performance without needing a ground station to referee every decision. For constellations with many satellites and patchy ground contact, that tradeoff, giving up a bit of optimality for a system that keeps working when nothing is watching, is the more useful design point.\n\nThe starkest number is the 88 percent cut in routine-plan disruption under heavy conflict loads compared with the contract-net baseline, though that's measured in simulation against other algorithms, not against an actual constellation juggling real weather and real satellite failures.
