Gavin Newsom signed seven bills aimed at stopping AI data centers from shifting utility costs onto residential customers. The package directs the California Public Utilities Commission to create a new rate classification specifically for data centers. It also requires data center operators to pay for upgrades to local power grids and water systems, rather than spreading those costs across every ratepayer's bill. Additional provisions force new data center proposals to disclose estimated water use, energy efficiency plans, and drought planning to local governments, and to meet set thresholds for energy, water, and fuel consumption.\n\nData centers are among the hungriest tenants on any power grid, and utilities have long spread the cost of new capacity across everyone's bill, not just the customers driving the demand.
