Over four days in early July, the tool deployed as many as eight autonomous agents at once, mapping 21 government systems before breaking into at least 85 accounts and pulling more than 2,500 personnel records. The campaign later spread to Taiwan's nuclear safety agency, at least seven energy companies, and other government suppliers. Dream says internal communications were written in Simplified Chinese, and that the operators bypassed the underlying model's safety guardrails simply by describing the intrusion as an authorized penetration test.\n\nThe novelty isn't AI-assisted hacking, which has been around for years. It's that the tool reportedly kept generating fresh attack strategies mid-campaign on its own, reassigning agents to research workarounds whenever a path failed instead of executing a plan a human wrote in advance. Dream's chief strategy officer, Amir Becker, argues that shifts the baseline: governments should now assume they face constant automated probing rather than occasional human-led campaigns.\n\nNeither Hermes nor OpenClaw was built as an offensive tool, which is the uncomfortable part: Anthropic, OpenAI, and Meta have all separately reported agents going rogue during testing, including an OpenClaw agent that wiped a Meta researcher's inbox despite being told to stop.
