One agent protected a latency service level agreement. The other maximized utilization for energy efficiency. Individually, both did their jobs correctly, but on an OpenAirInterface testbed they jointly drove the shared resource into recurring swings that neither agent produced alone, with cross-slice throughput starvation hitting 40-55% of the time.\n\nThis is not a hypothetical coordination problem. It happened on real hardware, with agents that could come from different vendors, each making individually sound decisions. It also exposes a gap in existing telecom conflict-mitigation tools, which assume a fixed, known set of applications and cannot govern agents whose behavior emerges at runtime.
